Summative ELPAC Test Administration

The Summative English Language Proficiency Assessments for California (ELPAC) testing window is February 1–May 31.

The Summative ELPAC is delivered via a computer-based test delivery platform. The four domains (Listening, Speaking, Reading, and Writing) are administered on computer except for the Writing domain for kindergarten through grade two, which is a paper-based test. In Person and Remote Administration

The Summative ELPAC is available to be administered in person or remotely. LEA ELPAC coordinators should refer to the Summative ELPAC Online Test Administration Manual external icon for information and instructions about test preparation and administration of the computer-based Summative ELPAC, as well as the paper-based test for the Writing domain for students in kindergarten through grade two. Summative ELPAC Test Materials Order

LEAs order Writing domain testing materials for kindergarten through grade two through TOMS external icon. For instructions on how to place a writing test materials order, view the Place Supplemental Orders: Overview external icon web page. Orders can be placed during the following ordering windows:

Summative ELPAC Forms Assignment

Form assignments for the Summative ELPAC administration is available on the ELPAC Forms Assignments web page. Use the lookup tool to search for an LEA; the search returns the form number to which the LEA has been assigned. In some cases, large LEAs will be assigned to multiple forms; these will be displayed accordingly.

Summative ELPAC Directions for Administration (DFAs)

DFAs can be accessed electronically, or DFAs can be printed and securely stored just prior to testing. To access the DFAs, select the [Resources] button on the top navigation bar in the Test Operations Management System (TOMS) external icon. Select "Summative ELPAC Directions for Administration (DFAs)" from the Available Materials list and download the DFA(s) that match the assigned form number.

Summative ELPAC Estimated Testing Times

The Summative ELPAC is an untimed test. Students are allowed as much time as needed to complete the test. For planning purposes, estimated testing times for each form, by domain and grade level or grade span, are available on the Summative ELPAC Estimated Testing Time web page.

Summative ELPAC Excess Materials Orders

At the end of each testing year, ETS invoices LEAs for excess materials ordered during the Primary Test Material Order window and for any supplemental orders.

The excess materials are calculated by determining the difference between the sum of the number of Answer Books scored and 90 percent of the tests ordered by the LEA. An LEA is responsible for using, and returning for scoring, 90 percent of the Answer Books ordered, excluding the overage included in the shipment. The following excessive materials fee will apply.

Summative ELPAC Pre-Identification Labels

Pre-identification (Pre-ID) is the process of electronically identifying students through a barcoded label rather than filling in student demographic information on the Answer Book. Pre-ID labels are provided for students in kindergarten through grade two for their Summative ELPAC Writing domain Answer Books at no cost. LEAs do not need to request or order these Pre-ID labels; they will be sent to the LEAs to return paper-scorable materials.

There will be two production dates for Pre-ID labels: January 12, 2024, and March 8, 2024 (for new students not included in the first Pre-ID order only). LEAs can expect to receive the Pre-ID labels created on January 12, 2024, starting February 2, 2024; and those created on March 8, 2024, starting March 29, 2024. For students enrolled after March 8, 2024, the test examiner will need to mark the student demographic information by hand, as shown in the Directions for Administration.

Summative ELPAC Schedule to Return Answer Books for Scoring

ELPAC Answer Books for kindergarten through grade two must be received by ETS for scoring. It is not necessary to complete all student testing prior to returning test materials for scoring. Beginning this test administration year, white cartons for returning the ELPAC Answer Books for kindergarten through grade two will also be included in the supplemental orders. LEA ELPAC coordinators are encouraged to return completed Summative ELPAC K–2 Writing Answer Books at least twice a month. LEAs should download and complete the ELPAC School Group List when returning answer books to serve as a reference for the LEA as to what is being returned in each shipment. Answer Books must be scheduled for pick up by June 14, 2024 to be scored by ETS.

Scoring the Summative ELPAC Speaking Domain

The Speaking domain for all grades will be locally scored in the moment, and then the test examiner will enter the student responses and scores into the Data Entry Interface (DEI) external icon.

Reporting for the Summative ELPAC

To be counted as tested, a student must log on to a minimum of one domain in each composite. In the Oral Language composite, students must log on to either the Listening or Speaking domain. For the Written Language composite, students must log on to either the Reading or Writing domain (or for kindergarten through grade two Writing, return the Answer Book). Alternately, a student could be assigned a domain exemption to one domain in each composite and the student would need to log on to the remaining domains in each composite.

Once all four domains have been completed and scored, Student Score Reports (SSRs) will be produced and available for download in TOMS external icon and made available to parents and guardians through parent or student portals. LEAs will be able to access the official Summative ELPAC SSRs and results in TOMS external icon in May after the CDE verifies and approves the data.

Students will receive an SSR in English and one in the student's primary language if that language is Spanish, Vietnamese, Mandarin, Filipino, Korean, or Cantonese (traditional Chinese). If a student needs an SSR in one of the provided languages and that language is not the student's primary language, LEAs should change the language of the SSR in TOMS prior to student testing.
